Needed NOC for my bike so that i can take it to B'lore without any glitches. But the way to get a NOC is itself full of glitches. For me it was worse. The first day i went to RTO to ask for the procedure, i was confronted with a "Policewala" who told me in Tamil to read the board for instructions. Well, I went ahead and found that the board itself was written in Tamil. So i again met the same "policewala" and told my "inefficieny" to read the board but the guy did not give me a proper hearing.
The next day, some good fella (again a policeman) told me the details which include some 5-6 procedures and needed me to get different certificates from 3-4 offices located in different locations from Chennai. I was baffled by the situation as i just had 15 more days to do this work and with my office schedule it was impossible for me to do this.
Anyways, looking at my poor condition, one man approached me and offered help. I was overwhelmed by this kind jesture. The guy turned out to be an agent who told me that he will hand over me the NOC in 5 days without my involvement. I was surprised by his 5 day promise as just before the policeman himself told me that it'll take minimum 15 days.
I was blessed to see the efficient way of doing work in a "Government office" where intermediaries like this agent do a better job than the office holders by taking a premium.
"Marta kya na karta" I agreed to pay a specified amount to that guy in return of the big favour. And magically after 7 days the guy appeared with the NOC and gave it to me. I was really surprised by the efficieny of that guy.
So this is how the government offices in a typical indian city work, where agents are preferred more than officials and paying a premium considered to be a better way to get faster services.
